The chairman of the European People’s Party, Manfred Weber (CSU), says that the proposal to introduce a principle of discontinuity at the European level is correct. “This is another step toward a genuine parliamentary democracy” he told the newspapers of the Bayern media group. “It is absolutely clear at the national and federal levels that a new government also means a restart, and we need that in Europe as well”.
The idea was put forward by German Chancellor Friedrich Merz (CDU) and Italian Prime Minister Giorgia Meloni during German‑Italian government consultations held last Friday in Rome. They argue that legislative procedures begun during an EU legislative session should automatically expire when the parliamentary term ends-a change that has not been applied yet. They contend that the resulting “zombie initiatives” must be consistently withdrawn. Weber praised the proposal as a “good one” saying it demonstrates that Germany and Italy are ready to take the lead in Europe.
