In light of the close election results in Baden‑Württemberg, Stuttgart’s mayor Frank Nopper (CDU) has called for the top candidates of the Greens, Cem Özdemir, and the CDU, Manuel Hagel, to share the office of Minister‑President.
He told the “Bild” (Tuesday edition) that there is literally no clear winner. Because of the stalemate, he believes the Greens cannot claim the position outright, and thus argues for a rotational system. Under such a scheme, a black‑green or green‑black coalition would see the Minister‑President role alternate between the Greens and the CDU.
Nopper warned that the CDU in Baden‑Württemberg should not simply move to the routine agenda-especially after what he described as an extremely unfair campaign over the past weeks. He added that a coalition can only be formed if the Greens make major concessions that go beyond simply securing more ministries.
