German States Clash with Unions Ahead of Wage Talks Hamburg Senator Claims 5 % Pay Hike Outline Already Planned

Hamburg’s finance senator, Andreas Dressel of the SPD, issued sharp criticism of the unions just before the third round of negotiations. “Unlike what the unions claim, we have already presented extensive proposals that in total exceed a five‑per‑cent increase” he told the “Rheinische Post” in its Wednesday edition. He added that he would continue to refine the offers, especially for those who work at inconvenient times-nights, Sundays, public holidays, and rotating or shift schedules.

Dressel also said the trainee package could still be strengthened. “Our priorities are training and the most demanding sectors” he explained, underscoring the need to attract new talent to strained areas.

Regarding the current industrial actions, Dressel expressed no support. “Strikes are an inevitable part of any wage conflict, even though we cannot understand the expansion of warning strikes in the current state of negotiations” he said. He emphasized a calm approach going forward, focusing on constructive and realistic dialogue with the unions that recognizes fiscal realities.

The Verdi union is demanding a 7 % increase in pay-at least an additional 300 €-and seeks an extra 200 € per month for trainees, students and interns. It also calls for a 20 % raise in time‑related allowances.
