The Federal Ministry of Transport anticipates that the market competition will prevent a significant rise in insurance premiums, particularly in light of the planned changes to the driving license regulations. Speaking to the dts Nachrichtenagentur on Wednesday, a ministry spokeswoman acknowledged that the responsibility lies with the insurance companies. She noted that insurers offer various tariffs and discounts, and therefore the market itself needs to regulate the situation, allowing consumers to shop around for the most favorable rates. The ministry stated that they are hopeful for this market consolidation.
This reform was previously initiated by the cabinet and includes provisions such as allowing a form of practical training for learners. Under this new structure, students will be able to gain driving experience on public roads under the supervision of close companions, such as parents. Passing the theoretical examination remains a prerequisite for this enhanced practical training. Consequently, the driving school sector anticipates that contributions for vehicle and accident insurance will increase as a result of these developments.
