German AI Strategy Promises Unleashed Innovation for Germany and Europe

The expert commission “Competition and Artificial Intelligence” established by the Federal Ministry for Economic Affairs, has concluded its work and presented key recommendations aimed at strengthening both the German and European positions in the field of artificial intelligence.

Speaking in Berlin, Federal Minister for Economic Affairs Katherina Reiche (CDU) emphasized that industrial AI represents a significant “opportunity to shape the next industrial revolution originating from Germany”. She highlighted its potential to enhance productivity, generate new business models, and boost overall competitiveness.

Digital Minister Karsten Wildberger (CDU) described the final report as a “clear mandate” to proceed decisively. He stressed that AI innovations must be “unleashed” rather than constrained by an overly complex regulatory framework. He warned that Europe must avoid becoming merely the “World Champion of Regulating” while other global powers seize market dominance. Furthermore, Rupprecht Podszun, the commission’s chairman, stated that the critical challenge facing Germany and Europe is whether they will lead the next wave of AI innovation or become dependent on major multinational corporations.

The commission, which was established in October 2025 and held five working sessions, identified crucial fields of action and developed concrete policy proposals. These recommendations include building a sovereign AI infrastructure, evolving the existing Deutschlandfonds into a long-term national state fund titled “German Future Capital” and simplifying data protection requirements. These outlined suggestions are intended to guide the Federal Government’s future decisions regarding both economic and digital policy.
