SPD Slams Health Ministry's Premium Cap Hike Citing Worker Burden

The Social Democratic Party (SPD) reacted with skepticism to the plans proposed by Health Minister Nina Warken (CDU) to raise the contribution assessment ceiling for statutory health insurance. According to Christos Pantazis, the SPD’s head for health policy, raising this ceiling, while aimed at greater contribution fairness, would also burden skilled workers and employment. Speaking to the “Tagesspiegel” (Friday edition), Pantazis argued that if the recommendations of the expert commission had been fully implemented, this measure would not have been necessary. He stated that the statutory health insurance system does not have an income problem; instead, service providers should contribute through sufficient savings. Pantazis criticized the minister for attempting to unnecessarily burden employers and employees, especially since her ministry has already stabilized the system with additional contributions amounting to tens of billions of euros in recent years. Warken’s draft law, which is part of a planned savings package for health insurance funds, intends to increase the monthly contribution assessment ceiling in 2027 by a one-time amount of “about 300 euros”. This would require high-earning employees to pay health insurance contributions on a larger portion of their wages, and it would also increase social contributions for employers. Warken’s ministry estimates that this will result in an additional annual burden of 1.2 billion euros.
