The German federal government has initiated a reform of the association law. According to the Federal Ministry of the Interior, the goal of this change is to decrease the influence exerted by foreign governments within Germany. Moving forward, associations will be required to disclose any funding received from foreign countries or organizations affiliated with them if the amount exceeds 10,000 euros. This measure is designed to enable security authorities to better track financial flows and more specifically combat hidden methods, such as so-called “Hawala banking” or unregistered cash donations. Ultimately, this aims to cut off the financial means supporting extremist and terrorist activities. Federal Interior Minister Alexander Dobrindt (CSU) stated that foreign funding plays a central role in cases involving foreign-related extremism and espionage. He added, “We aim to uncover, educate, and stop such influence. We are paying closer attention to the influence of foreign governments through the associations reported by us”.
