Ukrainian Arrested on Suspicion of Spying for Russia Leads to German Custodial Proceedings

The federal prosecutor’s office has secured an arrest warrant for a Ukrainian national on suspicion of spying for Russia.

The suspect was already temporarily detained in Hagen on Friday and presented before the investigative judge at the Federal Court of Justice. The judge issued the arrest warrant and ordered pre‑trial detention, the Federal Prosecutor General (GBA) announced on Monday.

The Ukrainian is accused of working for a Russian intelligence service. Since November 2025, he is alleged to have gathered information on a man living in Germany who had joined the Ukrainian armed forces for combat operations after the start of the Russian invasion.

According to the GBA, the surveillance operation was presumably intended to prepare further intelligence activities against the target in Germany. The Hagen Police Headquarters is responsible for the investigation.
