Federal Police Slam Afghanistan Resettlement Program Over Security Shortcomings

The Federal Police have repeatedly documented shortcomings in the 2022‑initiated national resettlement program for especially vulnerable people from Afghanistan. Internal records cited by “Welt am Sonntag” describe, over several months, forged or improperly notarised passports, illicit proxy passports, falsified marriage certificates, and suspicions of bribing for visas.

In spring 2023, a document shows the Federal Police complained that in more than 100 cases relevant security knowledge about Afghans had not been taken into account by the visa office before granting entry. The confidential files refer to “various irregularities concerning visa‑seeking travel documents”. Earlier this year the agency opened several investigations into possible document forgery by Afghans who had been admitted.

In March 2025 the German Police Union (DPolG) sent a letter to former Chancellor Olaf Scholz (SPD). Its chairman, Heiko Teggatz, demanded that a charter flight from Islamabad to Berlin-intended to bring Afghans to Germany-be cancelled “for security reasons”. He stated, “I have reliable evidence that since the start of this program there have been repeated inconsistencies in clarifying the identities of passengers on such flights”. He added, “Given the current highly tense security situation regarding Islamist terrorism, I consider this approach highly risky and irresponsible”.
