Berlin Simplifies Export of Military Goods to Gulf States and Ukraine

The German federal government has streamlined the export of certain armaments to Gulf states and Ukraine. On Friday, the Federal Ministry of Economic Affairs announced that a new six‑month limited General Export Permit (AGG) has come into force, aimed at expediting the supply of weapons for air and sea defence.

Federal Economy Minister Katherina Reiche (CDU) noted that Iran’s attacks on Gulf countries heighten the need for air‑defence equipment. She also stressed that Ukraine’s demand for military support-particularly for air‑defence-continues unabated. The new AGG 48 is intended to adapt export‑control procedures to current requirements and ensure rapid, bureaucratically light deliveries.

Under this AGG, the export and transit of selected armaments to specific countries for defence purposes no longer requires an application to the Federal Office for Economic Affairs and Export Control (BAFA). The designated recipient states include Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Bahrain, Oman, and Ukraine. The permit is valid until 15 September 2026.
