Gysi Proposes Council of Wise to Steinmeier to Draft Grundgesetz Reform

The longest‑serving member of the Bundestag, Gregor Gysi of the Left, has urged the creation of a “Council of Wise Men” that could draft proposals for a possible reform of Germany’s Basic Law. In an interview with “Der Spiegel”, he said the council should be appointed by President Frank‑Walter Steinmeier.

Gysi argues that democracy needs strengthening. “I’m considering writing to the president because he has the authority to convene a completely non‑partisan body” he said. “This council could suggest ways to render democracy more attractive. For instance, I support referendums at federal elections”.

He proposes that each parliamentary party be allowed to pose a single yes‑or‑no question to the public. “Whatever the majority decides must be carried out and apply for an entire legislative period” he added. “The chancellor and the coalition would be bound by the decision, regardless of which parties assume office”.

When discussing the council’s composition, Gysi suggested that members should be individuals who, from his perspective, can disagree on any policy-taxes, social matters, and the like-but who share a commitment to defend freedom, democracy, and the rule of law. He added that the body should include people of his age who no longer seek other careers.
