CDU pushes mobile‑phone “no‑use” zones in German schools through Grade 10

The CDU plans to campaign for “handy protection zones” in every German school. According to a proposal sent to the federal party congress in Stuttgart in February, schools would have to create mandatory protection zones for students up to and including the 10th grade. In those zones, private use of digital devices during lessons and breaks would be forbidden.

The proposal cites numerous studies showing that constant mobile‑phone use is linked to reduced attention, higher stress levels, and lower overall satisfaction with school life. It also notes that many teachers report conflicts, cyber‑bullying, and classroom disruptions directly tied to private smartphone use.

The CDU argues that these zones are not a step backward but a means to bring pedagogical clarity, strengthen social cohesion, and relieve health pressures for students. The current patchwork of regulations creates uncertainty for schools, teachers and parents. The party congress is recommended to adopt the proposal.
