EU Commission Launches Legal Action Against Elon Musk’s Grok Chatbot

The European Commission is expected to take stricter action against Elon Musk’s AI chatbot Grok again on Monday, Handelsblatt reports citing three senior EU officials. The Commission will open proceedings under the Digital Services Act, which would pressure Musk’s company xAI to withdraw the chatbot from the European market.

Grok has attracted worldwide criticism for its ability to create nude images and “bikini videos” of real people-without their consent-including minors. Over the last few months, users uploaded photos and asked Grok to sexualize pictures of children; the chatbot complied and then distributed the AI‑generated content.

The Commission had originally planned to initiate the case last Monday, but it paused after concerns surfaced about a potential backlash from U.S. President Donald Trump amid a trade dispute over Greenland. Last Saturday night Trump threatened certain EU countries with additional tariffs if his proposed Greenland purchase failed, a threat he has since retracted.
