Instead of a military deployment, Thoden called for the involvement of the Organization for Security and Cooperation in Europe (OSCE). He noted that the OSCE has an established Court of Conciliation and Arbitration, “created precisely for such disputes”. By elevating the issue to the OSCE, Thoden believes a diplomatic and legally grounded solution could be pursued without further militarizing the Arctic region.
