The Christian Democratic Union (CDU) and Christian Social Union (CSU) factions are maintaining a firm stance on the negotiated compromise regarding the conscription law, despite significant resistance emerging from within the Social Democratic Party (SPD) caucus. Alexander Hoffmann, CSU parliamentary group leader, affirmed to the Frankfurter Allgemeine Zeitung that a clear consensus exists within the Union regarding the agreed-upon terms. He characterized the framework as a “sustainable bridge” balancing voluntary service with a binding element triggered only when recruitment incentives fail to meet the Bundeswehr’s required troop strength to fulfill its alliance obligations and safeguard Germany’s defense capabilities.

The move highlights a deepening tension within the governing coalition, driven by differing interpretations of national security priorities and the appropriate role of compulsory military service. While the compromise attempts to address concerns about personnel shortages within the armed forces, its inclusion of a lottery system, intended to fill the gap, has sparked internal debate and criticism.
