Military Modernization Stalled

Significant structural obstacles are hindering the modernization of the German Armed Forces (Bundeswehr), according to the head of its Cyber Innovation Hub, Sven Weizenegger. Speaking to RTL and n-tv broadcasters, Weizenegger acknowledged the availability of numerous technological possibilities but emphasized that implementation is frequently impeded by protracted procedures.

The current challenges stem from a decades-long focus on peacetime operations. “The ‘peace dividend’ of the last 30 years has – and rightly so – meant that all processes and procedures have been geared towards peace” Weizenegger explained. However, this established framework is now deemed inadequate for the current security landscape.

These issues aren’t isolated to the Bundeswehr; a broader trend of bureaucratic inertia is impacting public and civilian sectors. The aim is to accelerate the scaling of successfully completed projects, ensuring that troops can benefit from jointly tested solutions more swiftly. The Cyber Innovation Hub serves as a crucial interface between soldiers and start-up companies, actively soliciting feedback from personnel to identify problem areas. “Soldiers communicate their challenges and we then search the market for solutions to simplify their tasks” Weizenegger stated.

The Hub’s stated objective is to implement and deliver essential new technologies and innovations to the Armed Forces within a three-month timeframe.
