Youth Social Media Rules Under Review

Germany is preparing to examine stricter regulations for social media platforms like TikTok and Instagram, with Federal Education Minister Karin Prien set to establish an expert commission to assess potential new rules. A ministry spokesperson confirmed to the Funke Media Group that the “Commission for Child and Youth Protection in the Digital World” will begin its work in the coming weeks. Minister Prien has consistently advocated for more stringent age verification measures to safeguard children and young people online.

While broadly supportive of protecting youth, Bundestag President Julia Klöckner has expressed caution regarding the implementation of strict age restrictions. Klöckner emphasized the importance of empowering young people with the skills for responsible and discerning social media use, particularly through enhanced media literacy programs. She indicated that the efficacy of a minimum age requirement would largely depend on its practical enforceability.

Notably, Klöckner recently announced plans for the Bundestag to establish its own official account on TikTok. She explained that the platform is a primary source of information for many young people and traditional media channels are increasingly insufficient to reach this demographic. This move seeks to engage with younger citizens directly on a platform where they actively consume news and information.
