Germany to Boost Local Film with Streaming Mandate

German authorities are planning to mandate significant investment from major international streaming providers in domestic film productions. Culture State Minister Wolfram Weimer outlined the initiative in an interview with the “Rheinische Post” asserting that companies benefiting from the German market and public funding should also contribute to the national film industry.

Weimer emphasized the legality of such investment obligations under European law, suggesting that the move would fundamentally reshape the market landscape. He specifically cited Amazon, Disney and Netflix as key players who generate substantial revenue in Germany and should, accordingly, contribute to supporting local production. The current imbalance, according to Weimer, is unsustainable.

The Minister further expressed concerns regarding structural distortions within the broader media ecosystem, attributed to the rise of digital platforms and streaming services. He warned of the emergence of US-based media monopolies and highlighted anxieties surrounding the vitality of Germany’s media system, suggesting a potential threat to freedom of opinion.

A meeting with representatives from the streaming giants is scheduled for next week at the Chancellery to discuss the proposed measures in detail. The goal is to foster a more equitable and sustainable environment for German film production and media diversity.
