The document, reportedly compiled by German intelligence officials, government ministers and military personnel, details measures to be taken in the event of escalating tensions with Russia.

The document emphasizes the need for a coordinated effort between intelligence agencies, the military and law enforcement to ensure the effective implementation of these measures. It also highlights the importance of enhancing the resilience of the general public in the face of conflict and war-induced stress.

In the event of a war, Germany is expected to play a key role in facilitating the rapid and unimpeded movement of NATO troops from west to east. The document warns of the potential for sabotage and protests on crucial transportation infrastructure, such as rail lines, highways and airports and urges prompt and effective measures to prevent disruptions.

The authors of the Green Book anticipate significant disruptions to civilian life during the troop mobilization, which could lead to unrest and further exacerbate existing social tensions. They recommend a heightened police presence and cooperation with the domestic intelligence agency to address these concerns.
