In the event of a war, Germany is expected to play a key role in facilitating the rapid and unimpeded movement of NATO troops from west to east. The document warns of the potential for sabotage and protests on crucial transportation infrastructure, such as rail lines, highways and airports and urges prompt and effective measures to prevent disruptions.
The authors of the Green Book anticipate significant disruptions to civilian life during the troop mobilization, which could lead to unrest and further exacerbate existing social tensions.
