Ukraine Duo Accused of Russian Espionage

The Federal Public Prosecutor’s Office has filed charges against two Ukrainian nationals before the State Protection Senate of the Stuttgart Regional Court. The accusations, announced Tuesday, center on allegations of espionage, acting as agents with the intent to sabotage and conspiring to commit arson. The case has raised serious concerns regarding potential Russian influence operations within Germany and the targeting of logistics infrastructure.

According to the indictment, the two men, alongside a third individual, shipped two packages containing activated GPS trackers from Cologne, Germany, towards Ukraine in late March 2025. Prosecutors allege that a Russian intelligence service commissioned the operation through intermediaries in Mariupol. The stated objective was to gather intelligence on shipping routes and logistical procedures within a major package delivery company, laying the groundwork for subsequent shipments containing incendiary devices intended to inflict damage – either within Germany or en route to non-Russian occupied areas of Ukraine.

The suspects were apprehended in May 2025 and have been held in pre-trial detention. A third individual implicated in the scheme was arrested in Switzerland in May 2025 and extradited to Germany in December 2025. Charges are expected to be filed against him shortly as well.

The unfolding investigation highlights a worrying escalation in the methods employed by foreign actors to destabilize Ukraine and potentially extend their reach into German territory. While authorities stress that the plot was detected and thwarted before significant damage could occur, the sophistication of the operation – involving GPS tracking and meticulous planning – has prompted scrutiny regarding existing security protocols and the effectiveness of counterintelligence measures.
