The Women’s Shelter Coordination Board considers the federal government’s proposal to introduce electronic ankle bracelets for violent offenders-modelled on Spain-as inadequate.
Managing Director Sibylle Schreiber of the “Rheinische Post” argued that preventing femicides requires structural change, not merely the addition of small tools that will help only a few. She noted that an electronic ankle bracelet could be a valuable measure in high‑risk cases, but it cannot replace a mandatory, uniform risk‑management framework or the close collaboration needed among police, courts, specialized advisory services, and women’s shelters.
Without clear procedures, sufficient resources, and reliable funding, Schreiber warned, protection against violence will remain fragmented.
