The federal government has ordered a trustee arrangement for the German Rosneft subsidiaries Rosneft Deutschland GmbH (RDG) and RN Refining & Marketing GmbH (RNRM), following an amendment to the Foreign Trade Act (AWG). The Ministry of Economic Affairs announced that the Federal Network Agency will act as trustee and assume control over Rosneft Deutschland as well as its shares in the PCK Schwedt, MiRO (Karlsruhe), and Bayernoil (Neustadt/Vohburg a.d. Donau) refineries.
Rosneft Deutschland accounts for roughly 13 % of Germany’s crude oil refining capacity, making it one of the country’s largest refining operators. By placing the company under trustee management, the government aims to safeguard the energy supply, particularly for the states of Berlin and Brandenburg and for the Schwedt site.
The order relies on § 6a of the AWG, introduced in February 2026 in connection with the EU’s 18th sanctions package against Russia. The trustee framework protects Rosneft’s German subsidiaries from falling under EU sanctions after the conclusion of the EnSiG trustee arrangement. Without this safeguard, trading with RDG and RNRM would be largely prohibited, threatening Germany’s supply security, the government explained.
