German Armed Forces Face Overhaul Rumors Swirl

The Bundeswehr is set to undergo a fundamental realignment. A concept presented on Wednesday by Defence Minister Boris Pistorius (SPD) states that the priority will be placing focus on national and alliance defence. Consequently, the military strategy, capabilities, deployment structure, the reserve forces, and personnel development will all be adjusted to match the prevailing threat level. Pistorius announced, “For the first time in the history of the Bundeswehr, we are introducing a military strategy”. He emphasized this was necessary for several reasons, citing the escalating threat since Russia’s war in Ukraine. He added that the international legal order is being questioned at a degree not seen in a long time, perhaps even since World War II. The Defence Minister stated that the world has become more unpredictable and dangerous. Therefore, the ministry has conducted a careful analysis to determine how the threat landscape will develop in the coming years and what scenarios are conceivable or probable. The Minister further explained that the required capability profile will be derived from this military strategy, focusing specifically on what concrete military capabilities the Bundeswehr must possess. The emphasis is on the quality of these capabilities and the role Germany intends to play in achieving NATO’s capacity goals, as well as its own national objectives. The ministry’s plans also include a new strategy for the reserve forces, aiming for a significant expansion and closer integration with the active military units. Furthermore, a concrete staffing plan for the Bundeswehr has been established. According to these plans, the active force is expected to grow from its current approximately 186,000 soldiers to 260,000 by the mid-thirties. During the same period, the reserve is slated for a parallel expansion, growing from around 70,000 reservists to at least 200,000 personnel.
