Beier sees no problems with shorter sickness certifications, such as for respiratory illnesses, but with longer absences. “This pseudo‑debate diverts from the real problems” he warned. Long‑term sickness certifications of more than six weeks account for only 3.5 percent of all incapacity cases, but they cause over 40 percent of absences. “Those who truly want to reduce absences in Germany must focus on efficient and therapeutically meaningful reintegration” he urged. He says the so‑called Hamburg model for a gradual return to work must be urgently reformed and made obligatorily applicable to all employers in Germany.
