The number of holders of a small firearms permit – the “Kleine Waffenschein” – is steadily increasing in Germany. As of 31 December 2025, the National Firearms Register lists 906,141 such permits, the Federal Office of Administration confirmed to the “Rheinische Post” (Saturday edition).
For comparison, the figure was 740,038 at the end of 2021, meaning a rise of just over 22 % over five years. In the intervening years the count has climbed consistently: 781,186 at the end of 2022, 833,870 in 2023, and 871,838 by the close of 2024. The 906,141 permits now represent a new peak.
Possession of a Kleine Waffenschein allows a person to carry blanks, irritant, and signal weapons. This permission also extends to locations outside one’s home, business premises, and personal property. However, the weapon may only be carried concealed; it cannot be displayed openly, even during public events. The application process is relatively straightforward: adults without a criminal record are eligible.
According to the Office, shooting is prohibited outside designated ranges and outside one’s own home, commercial premises, and fenced property-except in cases of self‑defence or emergencies. Importantly, Kleine Waffenscheine do not expire; they remain valid indefinitely.
