UN Divided: US Secures Victory in Security Council, But Loses in General Assembly

The US has obtained its Ukraine resolutions through the UN bodies. In the UN Security Council, ten members voted in favor of the text, which does not name Russia as an aggressor, on Monday in New York. Five abstained. Resolutions of the Security Council are binding under international law.

In the UN General Assembly, it did not go as smoothly for the Trump administration. Initially, the assembly voted in favor of a resolution brought by Ukraine, which calls for the immediate withdrawal of Russian forces. The US had previously put pressure on Kiev to withdraw its proposal. In the end, 93 countries voted in favor of the non-binding draft text. 18 countries, including the US and Russia, voted against it and 65 abstained.

The largest UN body then prevented the adoption of the original draft resolution, which was later taken up by the Security Council. The US resolution, titled “The Path to Peace” initially did not name Russia as an aggressor, but urged a swift end to the war.

At the insistence of EU states, except for Hungary and Slovakia, the text, in addition to the demand for a swift peace, stated that Russia has invaded Ukraine, called for the preservation of Ukraine’s territorial integrity and a “lasting and comprehensive peace between Ukraine and Russia in line with the UN Charter.”

The changes led to the US, China and 71 other countries abstaining from the vote on their own resolution, as did Russia. In total, 93 countries, including Germany and most European countries, voted in favor of the text.
