States Demand Rail Compensation

German states are pushing for compensation for railway passengers when promised amenities, such as Wi-Fi or onboard catering, are unavailable. A resolution from consumer protection ministers, reported by “Rheinische Post”, emphasizes the expectation that long-distance journeys should include adequate provisions.

Beyond catering, the resolution highlights the availability of Wi-Fi, sufficient space for strollers and capacity for bicycles as critical factors impacting passenger experience. The states are urging the federal government to examine the possibility of establishing legal entitlements for passengers in situations where these expected services are not delivered. The resolution acknowledges a need for improvements in supplementary services and passenger support within the railway system.

The passenger advocacy group Pro Bahn has voiced support for the initiative, suggesting fare reductions as a potential remedy. Victoria Broßart, a Green Party member of the Bundestag, echoed the sentiment, noting that Deutsche Bahn actively advertises certain services and suggesting compensation when these promises are unmet.

Luigi Pantisano, the Left Party’s spokesperson on transport policy in the Bundestag, added that passengers should have the right to a partial fare refund when facing service limitations. The push reflects concerns about the reliability of passenger services and a desire to ensure a more consistent level of quality for rail travel.
