North Rhine-Westphalia (NRW) continues to grapple with outstanding issues relating to the property tax reform, with significant numbers of property owners still seeking assistance and a substantial volume of submissions remaining incomplete or subject to dispute
Data released in response to a parliamentary inquiry indicates that over 12,500 individuals contacted the NRW tax authority’s hotline in July 2025 – two and a half years after the deadline for submitting property tax declarations The number of daily calls regularly reaches three figures, with a peak of 1,052 callers on July 14th
Approximately 357,819 property tax declarations – around five percent of the total – remain outstanding across the state Furthermore, analysis by the NRW Ministry of Finance reveals that nearly half – 49 percent – of the submitted declarations contain errors or are incomplete, preventing automated processing
Across NRW, around 16 million objections have been filed against the recalculated property tax assessments The Düsseldorf Altstadt tax office jurisdiction reports the highest objection rate within the state at 277 percent, while Ahaus in the Münsterland region has the lowest, with a rate of 98 percent These figures suggest a considerable degree of regional variation in taxpayer response to the reforms
