The German Federal Minister of Justice, Stefanie Hubig, has announced plans to introduce stricter penalties for landlords who violate regulations surrounding rent control measures. Addressing the “Redaktionsnetzwerk Deutschland” network, Minister Hubig emphasized the necessity of tangible consequences for non-compliance, stating that those demanding excessive rent should not be allowed to succeed.
A newly formed Rent Law Commission, chaired by Minister Hubig, convened for its inaugural meeting on Tuesday. This expert commission is tasked with developing proposals to strengthen both the rent control framework and the legal definition of exorbitant rent, with initial recommendations expected by the end of 2026. Hubig expressed satisfaction that the commission is now operational and inclusive of diverse perspectives.
The focus now shifts to the experts within the commission, who are expected to formulate impactful and convincing proposals aimed for implementation during the current parliamentary term. Minister Hubig also detailed intentions to initiate further improvements for tenants later this year, encompassing revisions to index-linked rental agreements, regulations pertaining to furnished apartments, short-term rentals and the handling of grace period payments. A strengthening of rental law is considered crucial to ensuring affordability and providing genuine security for residents.
