Italian state railway company Ferrovie dello Stato (FS) is poised to challenge the Deutsche Bahn’s long-held dominance of Germany’s high-speed rail network, signaling a potential shift in the competitive landscape of European rail transport. In a statement to “Handelsblatt”, FS CEO Stefano Donnarumma confirmed that the company is actively exploring the possibility of deploying up to 50 trains into the German long-distance network, a move previously only whispered within industry circles.

FS already maintains a presence in Germany’s regional and freight sectors and previously announced plans for cross-border services between Milan and Munich commencing in 2026. This latest ambition represents a significant escalation, directly targeting the core of Deutsche Bahn’s lucrative, albeit increasingly strained, passenger operations.

The move arrives at a crucial juncture for Deutsche Bahn, which has been grappling with persistent operational issues, including delays and infrastructure deficits, drawing criticism from both passengers and policymakers. While DB has initiated modernization programs, a serious competitor entering the high-speed market could accelerate the need for substantial improvements.

Industry analysts suggest FS’s entry could be driven by a strategic desire to diversify revenue streams, particularly given fluctuating economic conditions in Italy. However, the venture is not without its complexities. Navigating German regulatory hurdles, integrating trains into an already congested network and establishing a viable pricing structure will all present challenges.

Furthermore, the move inevitably raises questions about the future of the German rail sector. While increased competition could theoretically benefit consumers through improved services and lower fares, concerns exist regarding the potential impact on Deutsche Bahn’s financial stability and the risk of further straining limited infrastructure resources.
