The Green Party is poised to escalate the political pressure on the German government with the imminent introduction of a legislative proposal aimed at reforming the nation’s emergency medical services. The move, unanimously approved by the Green Party’s parliamentary group on Tuesday, directly challenges the inaction of Health Minister Nina Warken of the Christian Democratic Union (CDU) and signals a deepening rift within the governing coalition.

According to the “Frankfurter Allgemeine Zeitung”, the Greens accuse Warken of “political dereliction of duty” for failing to advance a draft bill that has reportedly been prepared for months. Janosch Dahmen, the Green Party’s spokesperson for health policy, stated that the situation has reached a critical juncture where inaction is literally costing lives. He argues that the long-standing demands of medical professionals for reform must be addressed urgently.

At the core of the proposed legislation lies a shift in how emergency calls are handled, aiming for a more nuanced response system. The aim is to curtail unnecessary, resource-intensive deployments for minor incidents, redirecting those finite resources towards genuine medical emergencies. A particularly contentious aspect of the reform involves reducing the existing financial incentives that currently drive emergency service deployments. Critics argue these incentives contribute to overuse of the system and potentially compromise the quality of care for critical cases.

Beyond deployment patterns, the reform seeks to strengthen the interoperability between the emergency hotline (112) and the physician’s hotline (116117). Recognizing the strain on hospital emergency rooms, the legislation also proposes transferring a significant number of cases to dedicated emergency clinics, allowing hospitals to prioritize life-threatening situations.

The Green Party’s move highlights a growing frustration with the government’s perceived sluggishness in addressing systemic issues within the medical sector.
