Germany's Military in a Rush to Arm for a Potential Russian Showdown

In a recent interview, the President of the German Federal Office for Defence Administration, Annette Lehnigk-Emden, emphasized the urgency of the Bundeswehr’s modernization efforts. According to internal analyses, Russia is expected to be capable of launching an attack on NATO territory as of 2029. In response, the German military must be fully prepared to defend itself within the next three years, by 2028.

Lehnigk-Emden stated that the office is on track to meet this deadline, with a significant budget made available through the reform of the debt brake. The General Inspector of the Bundeswehr has already prioritized the necessary acquisitions and the office has prepared as many purchases as possible in advance of the new government’s formation. By the end of the year, the office plans to submit over 100 procurement proposals to the German Bundestag.

The main focus of these efforts will be on acquiring more heavy equipment, such as additional Skyranger anti-aircraft tanks and the successor to the Fuchs transport tank. The office has also already signed framework agreements for the production of additional Leos, the Leopard 2 battle tank.
