Government officials are engaging in discussions regarding a proposal by CSU leader Markus Söder, suggesting a shift in financial support for Ukrainian refugees. The proposal centers on replacing the German citizen’s allowance (Bürgergeld) with the lower benefits currently available through asylum seeker support.
Thorsten Frei, Head of the Chancellery, acknowledged the validity of Söder’s observations regarding the current system. “Markus Söder is correct in saying that we are providing benefits here as no other country on Earth does” Frei stated in interviews with RTL and ntv. He attributed the approach to hindering the integration of Ukrainian refugees into the German labor market, pointing to comparatively weaker outcomes compared to other nations.
While efforts have been made to increase the proportion of employable Ukrainian refugees participating in the workforce – currently standing at 33% – Frei emphasized that this remains insufficient. He noted that the coalition agreement stipulates a change in policy, effective April 1st. From that date, Ukrainian arrivals will receive benefits aligned with the reduced rates established under the existing asylum seeker benefits law. This represents the baseline for coalition cooperation, he added.
Regarding the influence of Söder and the CSU, Frei acknowledged the political significance of the Bavarian leader’s position. “Markus Söder is not only the Minister-President but also the chairman of the CSU. Dialogue is necessary on matters like these” Frei said, underscoring the importance of continued conversations within the governing framework, with any potential modifications requiring mutual agreement.
