German Ministry Seeks to Regulate Domestic Operations

The Federal Ministry of Defence sees a “regulatory need” for the Bundeswehr’s powers in the country. According to a spokesperson for the ministry, the considerations of the Commander of the Territorial Führungskommando, Generalleutnant André Bodemann, are “entirely plausible and comprehensible”.

It is a fact that Bodemann plays a significant role in the implementation of the Operations Plan Germany. The Federal Republic of Germany acts as a hub and the Führungskommando is responsible for traffic and transport regulations in Germany in the event of a crisis. “Therefore, if there is a regulatory need here, it is the analysis of the Territorial Führungskommando and General Bodemann’s.”

The spokesperson did not want to evaluate that himself, but of course, one knew that there was still a “regulatory need” in the areas of Operations Plan Germany and hub function. This task is enormous, involving, for example, securing supply areas and tank depots, as well as being able to block roads.

Bodemann had previously advocated in the “Zeit” for considering “extended powers” for the Bundeswehr in the country. He demanded, among other things, that the Bundeswehr should already have special powers earlier than currently. At present, the pre-stage of the defence crisis has to be declared before, for example, roads can be blocked for the military or companies can be obliged to provide logistical support to the Bundeswehr. “That is, in my opinion, too late” said the general responsible for the country’s defence in the weekly newspaper.
