Bär Promises Major Student Aid Overhaul

A comprehensive overhaul of the German Federal Training Assistance Act (BAföG) is planned for the winter semester of 2026/2027, according to Federal Research Minister Dorothee Bär. The reforms aim to address persistent issues surrounding the program’s accessibility and public perception.

Speaking to the “Rheinische Post” Minister Bär highlighted that the image of BAföG has remained largely unchanged since her own time as a student. A primary challenge, she stated, is the excessive bureaucracy that frequently discourages eligible individuals from applying. The current process is considered overly complex and not sufficiently accessible.

The focus of the planned reforms will be to make BAföG “digital, simpler and more widely known” aiming to revitalize the program’s appeal. The goal is to break away from a perceived outdated image and make the offering more attractive to prospective students.

Alongside these changes, Minister Bär indicated ongoing consideration of an alternative model – an income-independent educational loan. Aligned with commitments outlined in the governing coalition agreement, efforts are underway to develop a fair and attractive loan product, potentially featuring fixed interest rates. The modernization of BAföG was previously agreed upon within the coalition framework.
