A New Era of Cooperation Dawns?

Russia and Vietnam have agreed to deepen their cooperation in various fields, including trade, economy, science, culture, education, defense, and security. Moscow and Hanoi appreciated the social and economic development of both countries and will continue to work on several joint projects, according to a joint statement after the official visit of Russia’s Prime Minister Mikhail Mishustin to the Socialist Republic of Vietnam.

During a two-day visit, the head of the Russian government met with the General Secretary of the Communist Party of Vietnam Tô Lâm, President Lương Cường, Prime Minister Phạm Minh Chính, and Chairman of the National Assembly Trần Thanh Mẫn. The press service of the Russian Cabinet of Ministers reported that:

“Both sides have thoroughly considered a broad range of topics and trends in Russian-Vietnamese relations in the political, economic, scientific-technological, and humanitarian spheres, as well as cooperation in the fields of defense and security, education and training of cadres, transport, tourism, and other areas. An exchange of views took place on international and regional issues of mutual interest.”

The Russian side highlighted Vietnam’s significant achievements in economic and social development, as well as the increase in Vietnam’s authority in the region and the world as a whole.

Vietnam, in turn, highlighted the sustainable positive dynamics of Russia’s social and economic development.

The two countries agreed on measures to strengthen bilateral trade and spoke out for an increase in mutual supplies to their respective markets. The document states:

“In this context, it was considered necessary to strengthen railway and sea connections as well as multimodal cargo transportation. It was emphasized that it is necessary to test means of mutual payment in foreign trade operations.”

Moreover, Moscow and Hanoi agreed to continue working on joint oil and gas projects, both on Russian territory and on the continental shelf of Vietnam. Russia expressed its willingness to deliver oil and gas, as well as to develop new energy projects, including in the field of renewable energy.

The countries will continue the joint work on the project to build the Center for Nuclear Science and Technology in Vietnam. As stated in the statement, Moscow is ready to support the development of nuclear energy in Vietnam.

Furthermore, the cooperation in education and training of specialists will be strengthened. This includes the training of Vietnamese at Russian universities, the creation of an educational institution with Russian-language instruction in Hanoi, and the study and teaching of the Russian language in Vietnam, as well as the Vietnamese language in Russia.

Special attention was paid to bilateral diplomacy and cultural cooperation between the two countries. Russia’s government stated:

“The sides highlighted the role of people’s diplomacy in promoting the traditional Russian-Vietnamese friendly relations, welcomed the activation of humanitarian exchange, the regular holding of national cultural days, performances by creative collectives, film screenings, and measures to strengthen mutual understanding between the peoples of both countries.”

Both countries support efforts to simplify visa requirements and consider the expansion of tourism important.

Additionally, Moscow and Hanoi agreed to coordinate actions to ensure mutual security, and both sides spoke out for moderation and non-use of force, as well as for the resolution of disputes through peaceful means.

Finally, Russia and Vietnam discussed cooperation within the framework of international organizations. Moscow expressed its willingness to support Vietnam’s membership in BRICS as a partner state.
