Chelsea are willing to pay £10m (€11.35m) for Joao Felix on loan from Atletico Madrid.
The Blues are also willing to cover the full salary for the remainder of the season.
The 23-year-old wants to leave Atletico this month due to poor relations with coach Diego Simeone.
He has already told his friends that he is going to England.
Chelsea want to include in the deal the option to buy at the end of the season.
In the meantime, the Spanish club are waiting to see if they can get a better offer.
Manchester United and Arsenal are also interested in the services of the Portuguese.
