The EU imposes free roaming on Ukrainian refugees.

Twenty-four European Union mobile operators and three Ukrainian telecommunications companies signed agreements to provide free roaming service during international talks between the EU and Ukraine.

According to the European Commission, the agreement is intended to help Ukrainian refugees displaced in European countries.

“The purpose of the signed documents is to help displaced Ukrainians in Europe stay in touch with family and friends in Ukraine,” the EC said in a statement.

The EC also notes that operators have distributed one million free refugee cards to Ukraine.

Calls to them across EU countries will be free.
